USE reserves exclusive managed-root access after the node drains. Nuza does not yet expose bare-metal root, BMC, arbitrary reimages, or a dedicated owner VLAN.

SHIP is the path to unrestricted physical control. It completes only after the machine is wiped, fulfillment is approved, and custody is handed to the carrier.
